Michael Humphrey was indicted Tuesday, Sept. 5, in U.S. District Court on charges of sexual exploitation of a child, first degree child sexual abuse with aggravating circumstances, and transportation and possession of child pornography, U.S. Attorney Matthew M. Graves said.

Google LLC told the National Center for Missing and Exploited Children (NCMEC) that two Google accounts, later identified as Humphrey's, uploaded child sexual abuse material to its servers multiple times in 2020, and then again on June 16, 2023, Graves said alongside FBI Special Agent in Charge Wayne A. Jacobs, of the Washington Field Office’s Criminal and Cyber Division, and Acting Chief Pamela Smith, of the Metropolitan Police Department (MPD).

Law enforcement obtained a warrant authorizing the search of Humphrey’s Google account, which turned up at least three videos that show Humphrey sexually abusing a young girl.

During the investigation, law enforcement learned that over the past several years, Humphrey has had unsupervised access to several children. He was convicted of sexually abusing children in March 10, 2020, in Montgomery County, MD.

As a result, he was required to register as a Tier III Sex Offender, which he failed to do. On March 17, 2022, Humphrey was charged in Montgomery County for Failure to Register as a Sex Offender. He was subsequently found guilty of the offense.

On May 2, 2022, Humphrey registered as a sex offender in the District of Columbia as required by law. Humphrey was arrested on Aug. 11, 2023, and has been in custody ever since.

Law enforcement is asking for assistance in identifying and locating additional victims of Humphrey’s abuse. If you have any information that may assist in this investigation, please contact the Metropolitan Police Department at 202-727-9099, or send an anonymous text to 50411.

This case is being investigated by the FBI’s Washington Field Office and the Metropolitan Police Department. It is being prosecuted by Assistant U.S. Attorneys Rachel Forman and Amy Larson, of the U.S. Attorney’s Office for the District of Columbia.
